ICA Africa is reporting that phase one of the Low Indian Ocean Network (LION) is operational.  This system will ultimately connect Madagascar, Mauritius, and Reunion.  The system will go into service once it is approved by the government.  Michel Barré, Director of the France Telecom Group for East Africa, also announced that Phase II of LION will begin next year.
